Aramco Digital launches national 450 MHz network for Saudi industrial operations

Aramco Digital, the technology arm of Saudi Aramco, used LEAP 2026 in Riyadh to set out plans for a national industrial communications network running on the 450 MHz band — a system designed to carry the traffic of factories, pipelines, utility grids and field crews rather than consumer phones.

The company describes the system as a National Industrial Network, purpose-built for environments where a dropped connection is an operational problem rather than an inconvenience. Its stated targets are critical assets and facilities, supply chains, logistics operations and autonomous mobility systems — the categories of work that keep running when offices close, and that commercial mobile networks were never shaped around.

The regulatory groundwork was laid in 2024, when the Communications, Space and Technology Commission awarded Aramco a Specialised Radio Network Licence in the 450 MHz band to build private enterprise networks supporting Industry 4.0 activity. That licence is what makes a nationwide industrial network possible as a distinct system rather than a slice of somebody else’s consumer spectrum.

The choice of 450 MHz is a physics decision before it is a commercial one. Radio waves at that frequency travel considerably further and pass through walls, steel structures and dense industrial plant far better than the mid-band and millimetre-wave spectrum that carries most 5G traffic. The practical consequence is fewer base stations for the same footprint, which matters enormously when the area to be covered is a desert pipeline corridor, an offshore platform or a processing facility spread across several square kilometres. It also means coverage reaches into basements, tank farms and equipment rooms where higher-frequency signals simply stop.

The trade is bandwidth. A 450 MHz network will never deliver the peak speeds of a modern consumer 5G cell, and it is not meant to. Industrial traffic is mostly small, frequent and relentless: a pressure reading every few seconds from several thousand sensors, a valve position, a location ping from a truck, a push-to-talk call between a control room and a maintenance crew. What those flows need is reach, predictability and the certainty that they will still get through when something goes wrong.

That last point is the clearest line between a dedicated industrial network and ordinary commercial connectivity. A public mobile network is engineered around where people live and what they do with their handsets, and its capacity is planned for consumer demand. When a stadium empties or an emergency draws crowds, the network congests, and an industrial sensor competing for the same cell simply waits. A private network sized for industrial use has no such competition, and its operator can guarantee which traffic gets priority. For mission-critical communications — the radio link a control room depends on during a shutdown, a leak or a fire — that guarantee is the entire point.

The connected-device side of this is what the industry calls the Industrial Internet of Things, or IIoT: the practice of instrumenting physical equipment so it reports its own condition continuously instead of being inspected on a schedule. Aramco Digital has pointed to asset monitoring, equipment tracking and smart metering among the applications the network is intended to carry. Each is unremarkable on its own; together, and at national scale, they change what an operator can know about its own plant. A pump that reports rising vibration can be serviced before it fails. A meter that reports hourly rather than monthly turns billing and demand management into something closer to real time.

Alongside the network itself, Aramco Digital has said it will offer a portfolio of 450 MHz-based industrial digital solutions, including connectivity packages aimed at particular sectors and a new generation of smart radios built for demanding industrial conditions. The sectors named so far are energy, utilities and industrial facilities — the parts of the Saudi economy where the Kingdom’s industrial base is concentrated and where digitisation has the most equipment to work on.

It is worth being precise about what has and has not been announced. This is a network being launched and a portfolio being introduced, not a completed rollout with published coverage maps. Aramco Digital has not set out a build schedule, a target for how much of the country the network will reach by when, or commercial terms for the industrial customers it hopes to sign beyond Aramco itself. Nor has it named the first external users.

Those are the questions worth watching, because they determine whether this becomes national infrastructure or a very large private network with one dominant tenant. Saudi Arabia already has three commercial mobile operators investing heavily in industrial and enterprise connectivity, including Ericsson’s mission-critical connectivity work and Mobily’s network automation programme with Nokia, while Huawei has built its Saudi enterprise pitch around industrial intelligence. A dedicated 450 MHz layer does not compete with those networks so much as sit underneath them, doing the one job they are least suited to. Whether Saudi industry outside Aramco chooses to buy that job from Aramco Digital is the thing the next year will settle.
